Public Governance and Open Government

This module consists of a lecture (2 hours per week) and a seminar (2 hours per week, evolving parallel to the lecture). It is held in English.

  • Target audience: Master Information Management / Digital Business Management, E-Government, Information Systems (IS), Web Science / Web and Data Science

  • 6 ECTS (2 + 2 SWS)

  • Examination: regular participation in the lecture with group discussions, presentations, flipped classroom; seminar work with presentations, review process and discussions

  • Timetable and details will be provided in the kick-off class

  • Materials and slides: openOLAT is used to share materials and to collect seminar works and presentations. Students, who have registered in Klips to the module and who have attended the kick-off lecture(s), will be granted access via their University credentials. Joining the module after the first three lectures will not be possible and is not negotiable.

Learning Objectives

Students

  • are knowledgeable about public governance and about open government, including the principles of these fields.
  • can distinguish the fields e-government, e-participation, public governance and open government.
  • know the theories, methods and concepts for realising good governance and open government.
  • know instruments of citizen participation and citizen engagement to ensure transparency and trust in government and how these instruments can be introduced in e-government and e-participation projects.
  • know the different fields of open government, including open government data and government 2.0 initiatives.
  • are able to evaluate and assess how well e-government and e-participation endeavours implement good governance principles and can argue where the endeavours fail.
  • know means and instruments to introduce open government and good governance principles in e-government and e-participation.
  • know the principles and means to conceptualise open government and citizen co-creation endeavours.

  • Open government and good governance principles
  • Open data and open government data
  • Theories, methods and concepts for realising public governance and open government
  • Methods and instruments to introduce open government and good governance principles in e-government and e-participation and to conceptualize respective projects with citizen co-creation
  • Trust and Transparency, and relevant instruments of citizen participation and citizen engagement to ensure transparency and trust in government
  • Evaluation and assessment of good governance and open government principles as well as of the effectiveness of public governance structures along cases
